Title VI Compliance
Notification of Protection Under Title VI
As a recipient of financial assistance from the Federal Transit Administration (FTA), the Muncie Public Transportation Corporation, doing business as Muncie Indiana Transit System (MITS), is required to notify the public of the protections against discrimination afforded to them by Title VI of the Civil Rights Act of 1964 (Title VI).
The objectives of Title VI for FTA funding recipients are:
- Ensure that the level and quality of transportation service is provided without regard to race, color, or national origin;
- Identify and address, as appropriate, disproportionately high and adverse human health and environmental effects, including social and economic effects of programs and activities on minority and low-income populations;
- Promote the full and fair participation of all affected populations in transportation decision making;
- Prevent the denial, reduction, or delay in benefits related to programs and activities that benefit minority or low-income populations; and
- Ensure meaningful access to programs and activities by persons with limited English proficiency.
MITS is committed to ensuring that no person shall on the grounds of race, color, or national origin, as provided by Title VI, be excluded from participation in, be denied the benefits of, or otherwise subjected to discrimination under any program or activity receiving Federal financial assistance.
Title VI Additional Information/Complaints
For additional information about MITS non-discrimination obligations under Title VI or to file a Title VI discrimination complaint, please send your written request or complaint to: Director of Finance & Human Resources, MITS, 1300 E Seymour St, Muncie IN 47302.
The written complaint should include the following information:
- Complainant's name, address and other contact information (telephone numbers, email address, etc)
- A complete description of the specific facts of the discrimination as it relates to the objectives of Title VI stated above.

MITS will investigate all complaints received. MITS shall have thirty (30) days from receipt of the written complaint to investigate the complaint and respond to the complainant in writing with a determination. The complainant may appeal this determination to the Federal Transit Administration or the United States Department of Transportation within thirty (30) days of receipt of the determination.
